In January 2026, the government announced the landmark £15 billion ‘Warm Homes Plan’. Labelled the biggest public investment in home upgrades in British history, this long- awaited plan aims to secure UK energy independence, tackle the climate crisis and cut energy bills for good.

What is the Warm Homes Plan? 

The Warm Homes Plan is an ambitious commitment from the UK Government to help more families to cut their energy bills through funding for solar panels, batteries, heat pumps and insulation. 

The total £15bn investment package, which mainly includes grants, as well as possible government backed finance, will aim to support upgrades to 5 million properties by 2030. 

The targets the government hope to achieve by 2030 include: 

  • Installing solar panels on an additional 3 million homes. 
  • Achieving 450,000+ heat pump installations per year by 2030. 
  • Supporting 180,000 additional jobs. 
  • Lifting up to one million families out of fuel poverty. 

Am I eligible for Warm Homes Plan grant support? 

At the moment, many of the details around who qualifies for the Warm Homes Plan are still being confirmed. While the plan sets out ambitious long-term goals, it doesn’t guarantee that every household will be eligible for grants or low-cost finance – and any new schemes are unlikely to be available straight away.

The government will share more information later this year, with a wider call for evidence planned in 2026 on what additional support the Warm Homes Fund could offer — including the possibility of zero- or low-interest green loans.

For now, most grant support is expected to continue through existing schemes, with the majority of funding focused on helping lower-income households. This includes:

  • The Boiler Upgrade Scheme (BUS), which provides a £7,500 grant towards the cost of installing a heat pump for homeowners. 
  • Low-income grant programmes, such as the Warm Homes: Social Housing Fund and Warm Homes: Local Grant, delivered through local authorities and social housing providers. 

How can I start saving now? 

With millions of homes targeted for upgrades by 2030, installer capacity, equipment supply and grid connections are expected to tighten, pushing up prices and extending lead times for solar panel installations.
