{"id":1345,"date":"2023-03-31T10:37:16","date_gmt":"2023-03-31T09:37:16","guid":{"rendered":"https:\/\/www.goodenergy.co.uk\/business\/?p=1345"},"modified":"2023-08-07T15:22:28","modified_gmt":"2023-08-07T14:22:28","slug":"ebds","status":"publish","type":"post","link":"https:\/\/www.goodenergy.co.uk\/business\/insights\/ebds\/","title":{"rendered":"Energy Bill Discount Scheme \u2013 what it means for your organisation\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Government has announced the replacement for the Energy Bill Relief Scheme (EBRS), which&nbsp; provided financial support to businesses towards their energy bills from October 2022 to March 2023.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The replacement for EBRS is the <\/strong><a href=\"https:\/\/www.gov.uk\/guidance\/energy-bills-discount-scheme\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Energy Bill Discount Scheme<\/strong><\/a><strong> (EBDS), which will be in place from 1<\/strong><strong><sup>st<\/sup><\/strong><strong> April 2023 for 12 months<\/strong>.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will continue to update this page as and when more updates are announced by the government.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 id=\"overview-of-the-scheme\" class=\"wp-block-heading\">Overview of the scheme&nbsp;<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"is--inner-block\">The scheme will be available to everyone on a non-domestic energy supply contract, <strong>subject to your current energy supply contract meeting the government\u2019s price threshold.<\/strong>&nbsp;<br><\/li>\n\n\n\n<li class=\"is--inner-block\"><strong>The discounts will only be applied if your relevant wholesale energy price is above a certain price threshold (also known as the government supported price).<\/strong> <a href=\"https:\/\/www.gov.uk\/government\/publications\/energy-bill-discount-scheme-discounts-for-fixed-default-and-variable-contracts\" target=\"_blank\" rel=\"noreferrer noopener\">Please follow this link to see the government\u2019s published discount rates.&nbsp;<\/a>&nbsp;<br><\/li>\n\n\n\n<li class=\"is--inner-block\">For EBDS, the government supported price for baseline support has been set at:&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">30.2p\/kWh for electricity&nbsp;&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">10.7p\/kWh for gas&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\">As is currently the case for the EBRS, the government will publish a spreadsheet with the reference wholesale prices for fixed price contracts, all the way back to 1<sup>st<\/sup> December 2021.&nbsp;&nbsp;<br><\/li>\n\n\n\n<li class=\"is--inner-block\">The baseline level of support, <strong>which are also the maximum discounts for this scheme<\/strong> have been set at:&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">1.961p\/kWh for electricity<\/li>\n\n\n\n<li class=\"is--inner-block\">0.697p\/kWh for gas&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\">Suppliers will automatically apply reductions to the bills of all eligible non-domestic customers.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 id=\"how-the-energy-bill-discount-scheme-differs-from-the-energy-bill-relief-scheme\" class=\"wp-block-heading\">How the Energy Bill Discount Scheme differs from the Energy Bill Relief Scheme&nbsp;<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"is--inner-block\"><strong>The discount level is less generous.&nbsp;&nbsp;<\/strong>&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">Under EBDS, the financial support will now be capped. For the previous scheme, there was no cap for fixed rate contracts. EBDS discounts will now be limited to 1.961p\/kWh for electricity and 0.697p\/kWh, across all contract types.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\"><strong>Variable contract eligibility<\/strong>&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">The government is reviewing discount eligibility for variable contracts each quarter. <strong>For the first two quarters of the scheme (April \u2013 September 23), customers on variable contracts will not be eligible for an EBDS discount.<\/strong> This is because the government\u2019s reference wholesale price is below the threshold price to receive a discount. This may change for subsequent quarters, but ultimately depends on government decisions.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\"><strong>Energy and Trade Intensive Industries (ETIIs)&nbsp;<\/strong>&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">The information we have provided above relates to standard non-domestic customers. However, one of the major differences is that businesses classified as Energy and Trade Intensive Industries (\u2018ETII\u2019) will receive more support.&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">The government determines eligibility for ETIIs. <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1128033\/230104_ETII_List_for_gov.uk.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">You can find a list of sectors that are in scope here<\/a>. If you think your organisation is eligible, you <strong>must apply directly to the government<\/strong>.&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">For ETIIs, the government-supported price has been set at:&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">18.5p\/kWh for electricity&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">9.9p\/kWh for gas&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\">For ETIIs, the baseline level of support has been set at the following, but it will only apply to 70% of consumption&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">8.9p\/kWh electricity&nbsp;&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">4.0p\/kWh for gas&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"is--inner-block\"><strong>Qualifying Heat Suppliers (QHS)<\/strong>&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">The government is also offering a higher discount to qualifying heat suppliers. This relates to heat networks with domestic end consumers.&nbsp;&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">Like with ETII support, eligible organisations <strong>must apply directly to the government<\/strong> to qualify for additional support.&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">However, the QHS discount will be applied differently to the rest of the scheme. There is no maximum discount for QHS. The scheme will support the wholesale element of a heat network\u2019s energy tariff, up to the point that the Minimum Supply Price is achieved.&nbsp;&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">The Minimum Supply Prices will be set as:&nbsp;\n<ul class=\"wp-block-list is--inner-block\">\n<li class=\"is--inner-block\">34p\/kWh for electricity&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\">7.83p\/kWh for gas&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 id=\"applying-for-this-support\" class=\"wp-block-heading\">Applying for this support&nbsp;<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"is--inner-block\">Eligible businesses will <strong>need to apply directly to the government<\/strong> to receive this increased support.&nbsp;<strong> Energy suppliers cannot apply on your behalf.<\/strong>&nbsp;<\/li>\n\n\n\n<li class=\"is--inner-block\"><strong>Applications open from 26<sup>th<\/sup> April 2023.
